Mr. Yusuf Haruna

Director, Public-Private Partnership Resource Department

Yusuf Haruna is the Director of the Public Private Partnership Resource Department (DP3RD) at the Infrastructure Concession Regulatory Commission (ICRC), where he provides strategic guidance and direction for the development and implementation of Public Private Partnership (PPP) projects across key sectors including Marine & Blue Economy, Aviation, Energy, Housing, Health, and Education through specialised sector teams within the Department.

He is a seasoned public sector reform and infrastructure finance professional with over two decades of experience in PPP development, public procurement, financial management, and donor-funded programme administration. Throughout his career, he has held strategic positions across several public institutions, including the Economic and Financial Crimes Commission (EFCC), Pension Transitional Arrangement Directorate (PTAD), Federal Ministry of Finance, and the Bureau of Public Enterprises (BPE).

Prior to his current role, he served as Technical Adviser to the Director General of the ICRC and Head of the Aviation and Marine Infrastructure Unit. He also served as Project Accountant for the International Development Association (IDA) PPP Support Project.

Yusuf has a Bachelors degree in Accounting (BSc), Masters in Business Administration (MBA), and Masters in Economics (MSc), and has completed executive programmes at leading global institutions, including Harvard University, Stanford University, London Business School, and the University of Virginia Darden School of Business.

He is a Certified National Accountant (CNA) and Chartered Procurement Specialist with extensive expertise in public sector financial management and procurement.

He has published numerous articles and contributed to many publications.
