Rahinah Sirika serves as the Technical Assistant to the Director General and Head of the Energy and Urban Infrastructure Unit. She provides strategic technical support to the Director General and leads the Commission’s regulatory oversight of Public-Private Partnership (PPP) projects in the energy and urban infrastructure sectors.

With over 24 years of professional experience spanning infrastructure regulation, project finance, banking, and Public-Private Partnerships (PPPs), Rahinah has played a significant role in the development, appraisal, regulation, and monitoring of major infrastructure projects across Nigeria. She has extensive expertise in PPP policy implementation, project preparation, transaction advisory, regulatory compliance, contract management, project evaluation, and stakeholder engagement.

Prior to her current appointment, she served as Team Lead, Urban Infrastructure, where she coordinated the regulatory review of PPP projects and provided technical guidance to Ministries, Departments and Agencies (MDAs) on project structuring, procurement, and compliance with Nigeria’s PPP regulatory framework. She also led the Ports and Marine Team within the Contract Compliance Department, overseeing compliance monitoring of federal port concession agreements and advising management on contractual and regulatory matters.

Before joining the ICRC, Rahinah worked with the Nigerian Export-Import Bank (NEXIM Bank), where she held several positions in export finance, credit appraisal, project monitoring, and research.

Throughout her career, Rahinah has contributed to the appraisal and regulation of numerous strategic infrastructure projects in the energy, transport, urban development, and marine sectors. She has represented the ICRC at national and international technical meetings, capacity-building programmes, and regional PPP forums, contributing to policy dialogue and knowledge sharing on infrastructure financing and PPP best practices.

Rahinah holds a Master of Science in Economics from Nile University of Nigeria, a Master of Science in Banking and Finance, a Postgraduate Diploma in Banking and Finance, and a Bachelor of Science in Economics from Bayero University, Kano.

She is an APMG Certified PPP Professional and has completed numerous professional development programmes in project management, concession agreement review, transaction advisory, leadership, governance, and infrastructure development.
