ICRC ESTABLISHMENT ACT - 2005
In line with Section 20 of the ICRC (Establishment Act, etc) 2005, the Commission has since its inauguration in November, 2008 taken custody of and is monitoring for compliance, about 50 PPP contracts.
BOARD & MANAGEMENT INAUGURATION - 2008
The pioneer Governing Body of ICRC was inaugurated on 27 November, 2008 by the late President Umaru Musa Yar’adua, GCFR. The pioneer Board had a former Nigerian Head of State, Chief Ernest Shonekan as its Chairman and a seasoned technocrat, Engr. Mansur Ahmed, as its Director General from 2008 – 2012
NATIONAL POLICY (N4P) - 2009
National Policy on Public-Private Partnership (PPP) provides a framework for cooperation between the Federal Government and private-sector investors in developing and managing public infrastructure and services. The policy aims to use private-sector finance, expertise, technology, and management capacity to address Nigeria’s infrastructure deficit and improve service delivery.
ESTABLISHMENT OF NPPPN - 2011
The Commission championed the formation and establishment of the Nigerian Public Private Partnership Network (NPPPN) in 2011. This Network has as its members, all Heads of State PPP units. The NPPPN was established as a collaborative platform for knowledge and experience sharing amongst PPP agencies at the Federal and sub-national level. The network also provides capacity building for PPP project development, procurement and implementation as well as championing the standardization of sub-national PPP guidelines and practices.
MDA PPP UNIT INAUGURATION - 2013
The ICRC has continued to collaborate with the Office of the Head of Civil Service of the Federation (OHCSF) to establish PPP Units in Ministries, Departments & Agencies (MDAs) principally to facilitate infrastructure service delivery through well-prepared and viable PPP projects. The PPP Units were formally inaugurated in MDAs in March 2013 and a host of MDAs now have their PPP units manned by experienced professionals in the field of PPP courtesy of the Commission.
NATIONAL INTEGRATED INFRASTRUCTURE MASTER PLAN (NIIMP) - 2014
The Commission initiated and partnered with the Ministry of Budget and National Planning and other Agencies of Government to draft a 30-year National Integrated Infrastructure Master Plan (NIIMP). The ICRC, as Co-chair of the NIIMP Committee, provided technical support at three levels, namely membership of the National Steering Committee (NSC), co-chair for National Technical Working Group (NTWG) and membership in three thematic Technical Working Groups. The NSC provided the overall leadership of the project while the NTWG provided intellectual leadership and direction during the process. The NIIMP document was approved by the Federal Executive Council (FEC) in September 2014.
DISCLOSURE WEB PORTAL - 2017
ICRC launched the first ever PPP Contracts Information Disclosure Web Portal on 22nd September 2017 in Abuja. One of the key objectives of the disclosure among others is to entrench accountability, integrity and transparency in PPP transactions in Nigeria.
FOI COMPLIANCE AND TRANSPARENCY RANKING - 2017
In recognition of the effort of ICRC to adhere to the dictates of the Freedom of Information Act with respect to PPP transactions, the Commission was ranked second out of 166 public institutions in the 2017 FOI Compliance and Transparency Ranking by the Public and Private Development Center. The ranking was based on an assessment of levels of access to procurement related information, specifically procurement plans and processes.
AFRICA INFRASTRUCTURE REGULATOR OF THE YEAR - 2018
The Commission was named the Africa Infrastructure Regulator of the Year at the African Infrastructure (Ai) Investment Awards ceremony, hosted in conjunction with the Ai/Africa 50 CEO Infrastructure Project Developers Summit held on the 18th June 2018 at the St. Regis Hotel, in Le Morne Mauritius.
ICRC RELAUNCHED THE NIGERIAN PUBLIC PRIVATE PARTNERSHIP NETWORK
In September 2018, in collaboration with the Nigerian Governor’s Forum, ICRC relaunched the Nigerian Public Private Partnership Network (NPPN) in Abuja.
RANKED 1ST ON FREEDOM OF INFORMATION COMPLIANCE - 2018
In September 2018, ICRC came first position in the Freedom of Information compliance ranking 2018 of the Public & Private Development Centre (PPDC) in recognition of its leadership in proactive disclosure of public finance expenditure information on its website. ICRC came 1st out of 187 1Nigerian public service institutions assessed by the PPDC (http://procurementmonitor.org/foi-ranking/home/rank2018).
