Special Assistant to the DG

Zuwaira Mustapha is an Industrial Engineer and Public-Private Partnership (PPP) professional with over a decade of experience in PPP project appraisal and PPP regulation at the Infrastructure Concession Regulatory Commission (ICRC), Nigeria.

As a Special Assistant to the DG ICRC, Zuwaira plays a key role in the technical and regulatory assessment of PPP projects, providing guidance on project structuring, feasibility analysis, value-for-money assessment, risk allocation, due diligence, and compliance with Nigeria’s PPP policy and regulatory framework across multiple sectors, including transport, healthcare, power, digital economy, housing, agriculture, and maritime. She has participated in the evaluation of several high-impact national infrastructure initiatives, working closely with Ministries, Departments and Agencies (MDAs), and other key stakeholders to promote sustainable infrastructure delivery.

Beyond project appraisal, she has served as Facilitator and Secretariat for the Nigeria PPP Network and the PPP Units Consultative Forum, where she supported inter-agency collaboration, stakeholder engagement, and institutional capacity building to strengthen PPP implementation across the country. Her multidisciplinary background enables her to bridge engineering, policy, finance, technical expertise and governance in delivering practical infrastructure solutions.

Zuwaira holds a Bachelor’s degree in Industrial Engineering and Engineering Management from the University of Sharjah, United Arab Emirates, and a Master’s degree in International Affairs and Diplomacy from ABU Zaria. She is a Certified PPP Professional (CP3P) and a COREN-registered engineer. She has also completed professional training from, Lagos Business School, Harvard University’s Center for International Development, and the World Bank’s Open Learning Campus.

She is recognised for her strong analytical capabilities, strategic thinking, and commitment to advancing innovative and sustainable infrastructure solutions that support Nigeria’s economic growth and national development through PPP.
