Driving sustainable infrastructure development across Nigeria

The Infrastructure Concession Regulatory Commission (ICRC) was established to regulate Public Private Partnership (PPP) endeavours of the Federal Government, aimed at addressing Nigeria’s fiscal infrastructure deficit and accelerating economic development. A fiscal infrastructure deficit reflects the gap between the resources government can mobilise and the substantial investments required to build, rehabilitate and maintain public infrastructure across all sectors.

Through PPPs, ICRC helps bridge this gap by creating the regulatory framework that enables government to leverage private-sector capital, expertise, technology and innovation for sustainable infrastructure delivery. Working with Ministries, Departments and Agencies (MDAs), investors and development partners, the Commission provides the requisite regulatory and Institutional framework within which all Ministries, Departments and Agencies (MDAs) of the Federal Government of Nigeria can effectively enter into partnership with the private sector in the financing, construction, operation and maintenance of infrastructure projects in line with the ICRC Act of 2005.

The pioneer Governing Body of ICRC was inaugurated on 27 November 2008 by the late President Umaru Musa Yar’Adua, GCFR, with former Nigerian Head of State Chief Ernest Shonekan as Chairman and Engr. Mansur Ahmed as Director General from 2008–2012.

Dr. Jobson Oseodion Ewalefoh, the current Director General, was appointed by His Excellency, President Bola Ahmed Tinubu, GCFR, in July 2024 and confirmed in August 2024. Driven by the core values of Professionalism, Transparency, Accountability, Integrity, Efficiency and Performance, ICRC continues to facilitate responsible private-sector participation in infrastructure development across Nigeria. By mobilizing investment, strengthening partnerships and promoting efficient project delivery, the Commission is helping to bridge Nigeria’s infrastructure gap, improve public services, stimulate economic growth, create opportunities and deliver sustainable infrastructure for present and future generations.

OUR MANDATE

PPP Regulation & Oversight

Regulates and oversees Federal Government PPP arrangements to ensure compliance with established frameworks and standards.

Project Monitoring & Compliance

Takes custody of PPP agreements and monitors compliance with their terms to ensure efficient execution of the agreement.

Investment Promotion

Encourage private sector participation in national infrastructure.

Stakeholders Engagement

Engage with MDAs, Private Proponents, lending institutions, sounding markets and the general public.

Capacity Building

Strengthens the capacity of MDAs to implement PPPs while facilitating private-sector investment, expertise and innovation in public infrastructure.

Jobson Oseodion Ewalefoh, Ph.D

Jobson Oseodion Ewalefoh, Ph.D is the Director-General of the Infrastructure Concession Regulatory Commission (ICRC), where he leads the regulation and oversight of Public-Private Partnership (PPP) projects across Nigeria. He is a respected development finance and infrastructure expert with extensive experience in project finance, investment promotion, and public sector leadership.

He holds a PhD in Development Studies from the University of South Africa (UNISA), alongside master's degrees in Economics, Information Technology, Business Administration, and Public Administration, as well as a Bachelor's degree in Computer Science. He has also completed executive education programmes at globally recognized institutions, including Harvard University, the Brookings Institution, the University of Pennsylvania, Duke University, and Lagos Business School.

Before his appointment as Director-General, Dr. Ewalefoh served in various leadership roles across government and development finance institutions, contributing to infrastructure development, investment structuring, strategic planning, and policy reforms.

As head of the ICRC, he is committed to strengthening Nigeria's PPP framework by promoting transparency, bankability, and value for money in infrastructure projects. His leadership continues to drive private sector investment into key sectors such as power, transportation, healthcare, maritime services, and digital infrastructure, supporting sustainable economic growth and national development.
