Director, Planning, Research & Strategy
Akwu OKOLO serves as the Director for Planning, Research, Strategy & NII3P, where he plays a critical role in developing varied frameworks that drive, regulate and build public sector capability to develop, structure, procure, deliver and implement Public Private Partnership (PPP) to upscale Nigeria’s infrastructure. He utilizes his extensive background in the Commission as Coordinating Unit Manager-Special Projects, Head, Energy & Urban Infrastructure, Head, Policy & Regulations and member of numerous Task-Force/Committees to further strengthen and deepen the regulatory integrity and practice within the PPP ecosystem in Nigeria.
A results-driven PPP and Supply Chain Management expert, Mr. Okolo blends and contributes three decades of frontline private sector commercial expertise with strategic public sector regulatory reform leadership to Nigeria’s PPP landscape. An economist by training, with an MBA in Supply Chain Management and PhD in-View, he is a Chartered Member of the Chartered Institute of Logistics and Transport (UK) and a Certified International Trade Logistics Specialist (USA). His career traverses maritime, aviation, contract logistics services, consulting, intellectual business development and PPP regulatory practice. He brings international standards, local insight, and a builder’s mindset to every task — translating ideas into assets and strategy into service delivery.
He had brief consulting stints at IBFCAgusto Training Limited (a leading financial services training company), TNT International (a leading mail and logistics company), British Airways World Cargo (a world-class aviation logistics service provider) to mention a few and Nigerian Shippers Council (Port Economic Regulator) where he started his career as a Public Officer.
