Mr. Shehu Danmusa is the Director of the Transport Infrastructure Department at the Infrastructure Concession Regulatory Commission (ICRC), where he oversees Public-Private Partnership (PPP) projects in the aviation, railway, roads, and bridges sub-sectors. He is an accomplished public sector administrator with over 26 years of professional experience spanning Public-Private Partnerships (PPPs), privatization and restructuring of public enterprises, public procurement, infrastructure finance, and World Bank-supported projects.

Mr. Danmusa has played significant roles in the implementation of the Federal Government of Nigeria’s privatization and PPP reform programmes. He was actively involved in the power sector reform and privatization process that led to the successful divestiture of government interests in eleven electricity distribution companies and six generation companies, including the concession of the Kainji and Shiroro hydropower plants. He also contributed to the development of critical sector reform documents such as the Nigerian Electricity Market Rules, Grid Codes, and Distribution Codes, and participated in the establishment of key institutions including the Nigerian Electricity Regulatory Commission (NERC), Nigerian Bulk Electricity Trading Plc (NBET), NELMCO and PENCOM.

He holds a Bachelor of Science degree in Accountancy and a master’s degree in Banking and Finance from the University of Maiduguri. He is also a Certified National Accountant (CNA) of Nigeria.

Mr. Danmusa began his career with the Office of the Accountant General of the Federation and later joined the Bureau of Public Enterprises (BPE) in June 2000 as a Senior Enterprise Officer. During his time at BPE, he served in several strategic departments including Planning and Monitoring, Industry and Manufacturing, Electricity Power, and the Central Procurement Unit, where he supported the implementation of the World Bank-funded Privatization Support Programme.

He subsequently worked with the Debt Management Office (DMO) as Chief Operations Officer, where he headed the External Debt Recording Unit and managed Nigeria’s external debt data using the Commonwealth Secretariat Debt Recording and Management System (CS-DRMS).

In February 2011, Mr. Danmusa joined the ICRC as a Chief Procurement Officer and Procurement Specialist under the World Bank Project Implementation Unit. He later served as Technical Assistant (Power) to the Honourable Minister of State for Power, Works and Housing, as well as Special Assistant on Special Duties to the Honourable Minister of State for Agriculture and Rural Development. In these capacities, he provided advisory support on energy reforms, PPP initiatives, agricultural mechanization programmes, and Nigeria–São Tomé Joint Development Authority matters.

Over the course of his career, Mr. Danmusa has attended numerous international and local training programmes, conferences, and workshops in areas such as PPP contract negotiation and management, procurement, infrastructure financing, energy policy, debt management, and capital market regulation across countries including the United Kingdom, United States, Germany, Turkey, India, Ghana, South Africa, Italy, Morocco, and the United Arab Emirates.

Mr. Danmusa is widely recognized for his expertise in infrastructure development, PPP project structuring, public sector reforms, procurement systems, and stakeholder engagement within Nigeria’s infrastructure and energy sectors.
