Dr. Jobson O. Ewalefoh

Director General & Chief Executive Officer

Jobson Oseodion Ewalefoh, Ph.D is the Director General of the Infrastructure Concession Regulatory Commission (ICRC), the Federal Government agency responsible for regulating and supervising Public-Private Partnership (PPP) projects across Nigeria.

He is a seasoned development finance expert, infrastructure specialist, and public sector leader with extensive experience in project finance, investment promotion, and economic development. Over the course of his career, Dr. Ewalefoh has worked across both the public and private sectors, building expertise in structuring largescale infrastructure projects and mobilizing private sector investment for national development.

Dr. Ewalefoh holds a Doctor of Philosophy (PhD) degree in Development Studies from the University of South Africa (UNISA). He also holds multiple postgraduate degrees including a Master of Science (MSc) in Economics from Enugu State University of Technology, a Master of Information Technology (MIT) from Ladoke Akintola University of Technology, a Master of Business Administration (MBA) from the University of Abuja, and a Master of Public Administration (MPA) also from the University of Abuja. He earned his Bachelor of Science (BSc) degree in Computer Science from the University of Benin.

In addition to his formal academic qualifications, Dr. Ewalefoh has undertaken executive training and professional development programmes at several leading global institutions including Harvard University, the Brookings Institution, the University of Pennsylvania, the University of North Carolina, Lagos Business School and Duke University, among others.

Prior to his appointment as Director General of the ICRC, Dr. Ewalefoh held several leadership positions in government and development finance institutions where he contributed to policy development, investment structuring, and economic growth initiatives. His professional experience spans areas including infrastructure finance, project development, strategic planning, and institutional reforms aimed at improving Nigeria’s investment climate.

As Director General of the ICRC, Dr. Ewalefoh provides strategic leadership for the Commission’s mandate of ensuring that PPP projects are structured, procured, and implemented in accordance with global best practices. Under his leadership, the Commission continues to strengthen Nigeria’s PPP framework to attract sustainable private sector investment into critical infrastructure sectors such as power, transportation, healthcare, maritime services, and digital infrastructure.

Dr. Ewalefoh’s leadership focuses on promoting transparency, bankability, and value for money in PPP projects, while ensuring that infrastructure development contributes meaningfully to Nigeria’s economic growth and national development objectives.
