Kashimbila Dam is a 32m high composite dam with a 40 MW hydropower station located on the Katsina-Ala River, Taraba State, a tributary of the Benue River, approximately 20 km downstream of the Nigeria-Cameroon border. It comprises a zoned rockfill embankment with a central mass gravity ogee spillway, an outlet works which consist of multi-level intakes and outlet structure.

The planned dam site is located on the Benue River, the primary tributary of the Niger River in Nigeria, about 10 ~ 15 km upstream of Makurdi, the capital of Benue State.

A joint stakeholder meeting was held on the 14th July 2022 at the BPE’s office to discuss the status of the project. A key highlight was the increase in the nameplate capacity from 1500MW to 1650MW.

Project Steering Committee (PSC) was inaugurated on the 12th of December 2022. Key members included the Minister of Power and Water Resources who would serve as Chairman and Co-chairman.

The proposed Port and FTZ are part of the proposed Ibom Industrial City initiative that will be established on a 14,400-hectare site donated by the Akwa Ibom State Government (AKSG) at no value. FGN is seeking to grant a new Concession over the Koko Port in 2017. NPA is conducting hydrographic studies to determine the best way the channels leading to Koko port could be optimally utilized. A plan view of the Koko Terminal lease will consist of the following facilities:
A 175 m long quay and apron;
• Additional waterfront for future expansion;

The concessionaire is to seek a management contract for the Management and Operations of the Modular/Floating Dry Dock to assist to put in place a Project Management Company for the Outsourcing of the operation and management of its Floating Dry Dock (FDD) through a competitive bidding process as technical partners on a commercial basis.

The NIMASA Modular Dry-Dock for the dry-docking of all possible vessels, including tugs supply vessels, fishing vessels and normal vessels has the following dimensions:

• Length over all – 110 m.
• Beam: 30.2m external.
• Depth: 12m
• Vessels draught docking capacity: 6m.
• Dry-dock lifting capacity: 5000 ton

Eastern Offshore Waste Reception Facility (EOWREF) Concession under a Design, Finance, Build, Operate, Maintain and Transfer (DFBOMT) PPP arrangement.

 

In line with NIMASA’s vision, the Agency attempted to address the issue of setting up Offshore Reception Facilities between 2007 and 2012 but was unsuccessful due to the absence of regulations to back any proposals for the establishment of the facilities. Irrespective of the introduction of these new regulations, NIMASA has not been able to actualize its obligations of MARPOL 73/78 due to economic and budgetary challenges, hence the agency’s effort in sourcing the PPP procurement option. There’s currently no established OWRF to meet the needs of ships visiting offshore terminals.

The proposed projects were designed to promote passenger and freight services, promote regional infrastructure development, preserve the life span of roads, encourage inter-model transport system, job creation and promote economic recovery and growth plans of the Federal Government, etc.

The proposed Port and FTZ are part of the proposed Ibom Industrial City initiative that will be established on a 14,400-hectare site donated by the Akwa Ibom State Government (AKSG) at no value. The IDSP project is intended to become a major national and regional economic gateway that will provide additional container handling capacity for the country. In addition to containers, the IDSP is expected to handle petroleum products (export and import), crude oil and natural gas (export), vehicles (import) and bulk trade in natural resources (import and export).

FGN is seeking to grant a new Concession over the Koko Port in 2017. NPA is conducting hydrographic studies to determine the best way the channels leading to Koko port could be optimally utilized. A plan view of the Koko Terminal lease will consist of the following facilities:
A 175 m long quay and apron;
• Additional waterfront for future expansion;

The NIMASA Modular Dry-Dock for the dry-docking of all possible vessels, including tugs supply vessels, fishing vessels and normal vessels has the following dimensions:

• Length over all – 110 m.
• Beam: 30.2m external.
• Depth: 12m
• Vessels draught docking capacity: 6m.

Eastern Offshore Waste Reception Facility (EOWREF) Concession under a Design, Finance, Build, Operate, Maintain and Transfer (DFBOMT) PPP arrangement.

 

In line with NIMASA’s vision, the Agency attempted to address the issue of setting up Offshore Reception Facilities between 2007 and 2012 but was unsuccessful due to the absence of regulations to back any proposals for the establishment of the facilities. Irrespective of the introduction of these new regulations, NIMASA has not been able to actualize its obligations of MARPOL 73/78 due to economic and budgetary challenges, hence the agency’s effort in sourcing the PPP procurement option. There’s currently no established OWRF to meet the needs of ships visiting offshore terminals.

The preferred PPP project model is Design-Build-Operate and Transfer (DBOT) model where CRCC will recoup its investments through user-fees. The proposed projects were designed to promote passenger and freight services, promote regional infrastructure development, preserve the life span of roads, encourage inter-model transport system, job creation and promote economic recovery and growth plans of the Federal Government, etc.

Messrs. China Railway Construction Company International (CRCC(I)) was competitively procured to develop these projects under a PPP arrangement.

Process included joint due diligence on the CRCC(I) offices in China by ICRC, FMOT, Federal Ministry of Finance, Nigerian Railway Corporation to confirm technical and financial capabilities to undertake the Project.
